Part program, part photoshop (okay, paint shop pro in my case).

Basically what I did in openGL was just the ground and holes, then added everything else in. =P

I know how to load textures, but I don't know how to load models or a texture with a mask yet, suu.

Pitfall...I mean...ET?
Transparent textures may not use Masks, use an alpha layer as the mask and use GL_SRC_ALPHA, GL_ONE_MINUS_SRC_ALPHA to remove the parts that shouldnt show up.

Not sure if you've tried this, but since your working in 3D you might want to check out blender [link] for 3D model making.

I've never done any 3D modelling myself but you might find it useful if you ever need to create some assets ;)
Blender is awful. The interface looks like a shriveled up fetus :P.

Ah just asking, I've never tried any 3D modelling and I came across blender while looking around for other free applications. :)
There's nothing wrong with the blender interface if you know how to use it.
